The Relationship Between Elected and Civil-Service Employees

The House of Representative and the Senate is composed of elected and nominated leaders who are charged with the responsibility of making new laws and regulations. The rules are first introduced as a bill and before they become law, the U.S. president must sign thereby becoming a new law. The effected law creates implications to the civil-service employees who are required to follow the new implemented laws. Thus, it can be argued that the relationship of elected and civil-service employees is created by the laws passed by the legislature. Another important relationship that exists between the elected and the civil-service is that some legislatures are part of the government similarly to the civil service employees. As a result of this relationship, there exist shared ideologies where both push for the same agenda (Federal Administrative Procedure Act).

Impact of elected and civil-service employee’s relationship in creating rules and regulations

As presented in the discussion above, it can be seen that through being part of the government, the elected leaders and civil-service employee push for the similar agenda (Federal Register). For example, the U.S. government has the desire of revising the health bill on insurance policies. In accomplishing this objective the elected leaders and the civil-service employees displays their support for the instituted action.

In light of mutual support of the proposed bill, there is also elected leaders who are in the opposition pushing for different agendas. In most of the instances, the proposed agenda are not aligned to government objectives thereby sparking a conflict (Federal Register). For example, the proposed bill of repealing the public health bill did not receive support from elected legislatures who initially supported the bill.
