Equality is the aspect of similarities between a group of persons, objects, circumstances, and processes.

In this regard, the administrator should ensure laws should apply equally to all races without discrimination, and those who go against the law of equity should be punished the same way regardless of the race. The reasons behinds choosing this strategy is that it enhances equality and equity among all humans regardless of the origin.
